my son accidentally made an offer on an item and the seller accepted the offer and ebay did an automatic deduction on my credit card i cancelled the order and the seller rejected the cancellation claiming that my card was charged GPB53 and he recieved GPB41 so he cant accept the refund because ebay wants to charge him extra and he has alot of bad reviews so in such a case how to i go about tried contacting an agent and they cant reach me please your advice or assitance will be highly appreciated

You can ask for a cancellation but a seller does not have to agree.
Do they have a Returns Accepted policy? Then, on receipt of the item, you can return it, you have to pay for the tracked return postage, for a full refund.
It's a serious matter sending in an offer or buying an item with no intention of paying, may I politely recommend you change your eBay password, and log out of your account when not in use, so this does not happen again.

Buyers don't have a right to cancel purchases on eBay. They can only request a cancellation, but the seller doesn't have to agree.
However, if the seller's returns policy is to accept returns you can return the item for a refund when it arrives. You will be responsible for the return postage, which I'm sure your son will be pleased to pay.
If the seller doesn't accept returns (UK business sellers are required to by law, but private sellers and sellers in other countries don't have to) you won't be able to return it. It's important to remember that you are responsible for all bids placed on your account, and for keeping it secure.
