Promotion fees

I have for some weeks been using a 5% promotion fee.

Out of curiosity I wonder how this is calculated as I have not been able to agree any fees charged.

See example, how is the fee of 52p calculated, as it implies a total of £10.40 which is more than sale price and postage.
