Problem with eBay international shipping and payment.

I found some interesting magazines on eBay, but the same seller had them listed separately, so I asked the seller to bundle them into one package to avoid high shipping costs. The seller created a bundle listing, but when I tried to buy it, there was no shipping option available to Finland (the seller is from the USA). I asked the seller to check the shipping option, but he said that he cannot affect international shipping in any way because 'Global Shipping' is managed by eBay.

How can I contact eBay support to get this issue resolved?

Or is there some other option? Any help is appreciated.

The seller should be able to select those countries he will ship to and does not have to use Global Shipping.

I am afraid many sellers do not seem to realise that Global Shipping is expensive and it does not have to be used.
