For private sellers, eBay states:
> If you don’t use or withdraw your balance, we’ll automatically send your available funds to your bank account on the first Tuesday of every January, April, July, and October
However, I like to control when and how much I transfer to my personal bank account, and don't want eBay clearing out any outstanding balance automatically (every three months).
Is there a setting I can use to opt out of this above behaviour please?

No you cannot opt out of this payment method, but you can be in control of when you receive your payouts.
You just need to manually withdraw them as per these guidelines:
As long as there is no initial hold on your payout, that is, if you are a new or returning seller, proceed this way below.
Stangely some members have found this works on some devices and not on others, so worth trying on apps / PC and laptops use Chrome, until you find the combination that works for you.
Click on Payments >> Summary then any payout available for immediate withdrawal, is available for you, in a big blue banner.
Click on the > arrow, top right you may need to log in again, or even verify your account by receiving a text or email code.
Your eBay balance will show at the top, click on withdraw bottom right.
On the pop up screen which appears, at the top, there's a large, bolder £ sign, and flashing sign beside it. There, you add the amount you wish to withdraw. At the bottom.... Withdraw £*** Now click on this.
A notification appears... Your Money is on its Way. Click on this and then on Done.
Money is then sent to your nominated bank account and it will depend on your banks processing times, as to when you are able to withdraw the money. Some banks are faster than others.
Simple Delivery will be compulsory from next month, and here, tracking must show delivery for your payout to be released, if it doesn't, or there is no tracking, payouts may be held for 14 days before being released.
