Hi , the current way that show your goods are delivered doesn't work for 2nd class post. Unless the buyer clicks goods received or the post person scans the larger letter, which often both doesn't happen. it is class as item not delivered. Although this is not the case and i have no claims against me. Surely if a claim by the buyer hasn't been raised and the fees have been released to the Seller, then this should also be classed as 'ITEM DELIVERED' and doesn't go against me. I am losing sales due to this and the false algorithm this then presents. What can Ebay do to change this?

I don't understand why you think you are losing sales because items sent as large letters are not scanned.
Many of my items are sent with a large letter stamp on. Those items will never be marked as delivered and there is actually no way that a buyer can mark an item as received.
This doesn't 'go against' you in any way and should not impact your sales.
Many sellers send items untracked and, as stated, they are never marked as delivered on your Ebay account.

With multiples of new items listed, you should be a business seller.
When correctly upgraded, SD won't apply to you.

So adding time to delivery predictions doesn't go against you.

That is headed 'Consequences for very high item not received rates'.
Of course, very high item not received rates will have a negative effect on your account - it states 'time will be added to your delivery estimates'.
However, very high item not received rates are a very specific issue.
Have you had many 'item not received' cases this year?
Items that are never marked as delivered (about a third of my orders this year still show 'dispatched' and will never be marked as delivered) do not count as items not received.
