Can a seller increase the price of an item after they’ve declined an offer, please?

Yep,  They probably realised thy made a mistake with the original price on the listing and have increased it.

 

They were under no obligation to accept your offer, and even though frustrating it is allowed.

 

Bids  on auctions, are different if it was a bid and they cancelled the listing to relist,  they could face a selling ' penalty' here and pay a fee based on the highest bid placed for ending the auction.

Sellers cannot normally revise a listing that has had offers.  But if they wanted to relist at a higher price that's up to them.

Thank you for this explanation. 
I must admit, I was livid 😂 

The item was on at £12, I offered £10 which they declined. As I offered £11, it was only then I noticed they’d upped the item to £17. 

They’ve not responded to my latest offer - can I somehow cancel it, do you know?
