I accepted the sellers offer of $359 but in my $430.84. This is before shipping and taxes to the UK from the US are added.  Does anyone know what the issue might be?

Probably VAT as it's 20%

That looks right, as an importer you pay VAT at 20% there are no US taxes to pay.
