I posted a dress for sell on EBay for my first listing but I then took it down due to not being able to sell it on EBay, I managed to sell it to my neighbour off the site so took the listening down. I have now been asked the pay around £4 as a fee, this does not make sense since I did not sell anything and this was not mentioned before.

The dress isn't showing as a completed listing so it's hard to comment.
If it was expensive and you set a reserve, there would be a fee, likewise if you had a very short auction, used upgrades or promoted the listing, Ebay charge fees.
If you look in payments, you should be able to see what the charge is for.

Sounds like you added an optional listing upgrade. These have listing fees which are charged the second the item goes live, and payable sale or no sale.
Add any of the following optional listing upgrades, and they all come with a non refundable listing fee.
Reserves: 4% of the set reserve ( maximum £150 per item)
Subtitles: £2
Listing in 2 categories: 35p
Gallery Plus: £2.50 ( free for clothes and shoes)
Listings with duration 1 - 3 days 35p
As a tip, before clicking on the final List Item With Displayed Fees button, glance just above it, it should read £0.00 Listing Fee.
If there is a fee amount listed there, you have selected an upgrade, and if you wish, it gives you time to scroll up and remove the payable upgrade.

If you gave item number so it could be seen we. ould no doubt tell you what the fee was for.
Did you use a reserve, as that fee 4% is payable sold or unsold.
