Postage labels brought via ebay not delivering even with tracking

I have had to buy postage labels via ebay. 2 orders not received by buyer and unable to track with royal mail.

Keen for advise on how to fix and better approach.

If there is some issue with tracking and it cannot be proved to show delivery,  then your payouts will be held for 14 days,  longer if you are a new or returning seller.
