I actually dont have that parcel with me I'm gonna get it delivered straight to the buyer so I actually don't need that postal label so is there any way that I cannot pay the extra money for it please

I assume you mean you want to cancel the unused label, that is how you get a refund.

Delivering by hand, you will have no proof from ebay’s point of view to prove delivery, and will therefore have to wait for money to be released, 14 days at present.
