eBay has said the order has been completed and funds are available in eBay balance however it isn’t?

Looks like you have returned to selling after a little break? 

Then,  your initial payouts may be held a little longer  21 - 30 days.  Sudden selling activity raises red flags to eBay,  as it could be a sign of a hacked account,  so eBay wish to see evidence that the genuine owner has returned to selling.
