I sold an item two weeks ago with next day 24hr tracked shipping. This item was delivered but my funds are still on hold now. Buyer has confirmed with me that the item was delivered but eBay still show it as undelivered. My payment date keeps going back an back despite the fact it’s been delivered with confirmation on my end it has I have no way of changing or disputing this with eBay to gain access to my funds and buyer has not been decent enough to mark as delivered their end.

Buyer does not have the ability to mark as delivered, so nothing to do with them. As a new member, it is probable that in any case money would be held for a time, in case buyer has to request a refund, and ebay do not want money withdrawn and have to chase you for the refund.
