Yes, this happens if you have had a break from selling and returned.
Sudden selling activity on dormant account raises red flags to eBay as it could be a sign of a hijacked account. eBay therefore, wish to see the first few items being safely delivered to show the genuine owner has returned to the account to sell.

Sell a few items, tracked showing delivery, and your payout will be released 2 days after that delivery date.
