If the buyer hasn't paid you you cancel the order citing Buyer hasn't paid and this gives the buyer an unpaid item strike on their account. You can then relist the item.
If you mean they have paid but payment isn't showing in your eBay Balance, if there was no tracking to show delivery you need to wait a full 14 days for the payment to be released.
