You are a returning seller so your payouts for your initial sales will be placed on hold until you enter tracking to show delivery for those item(s). This is to prove to eBay that you have returned to your dormant account to sell again, and it had not been hijacked.
The hold here, is a security measure for your account, and for your buyers.
As a retutrning seller have you registered for eBay's Managed Payments? All sellers have to do this, to be able to receive payouts from sales.
