I know my buyer has recieved item as they have left goof feed back but eBay has not paid .

If item was sent untracked or the tracking is not showing delivered it will be held for 14 days.   If the tracking is showing delivered on the courier's website but not on ebay you can contact them to get your money released using callback on here:
