Paying more than what I bid (dollars)

This morning I won myself a little something I wanted. As you will see from the screenshots, I won it at $16 dollars, but whenever I go to pay it is asking me for $19.20. I'm just wondering why this might be happening. I probably wouldn't have bought it at this price as this is beyond my max bid.

As you bought from the USA a buyer pays vat/duty on any imports to the UK.

I see thank you! It would be nice if eBay stuck that in the price breakdown as it looks like I'm paying $19.20 for the product itself.

Also seller gets $16, so price will differ with exchange rate.
