Paying VAT twice !?

I purchased a poster from France and paid £36.00 VAT at the time of purchase. I assumed this was import VAT as it was from France. Today I have received a bill from Parcel force for another £36.85 ! I have tried to ask someone at ebay about this but as usual the chat is impossible. Does anyone on here have any idea why i have been charged vat twice when buying from France !?! Paying VAT twice !?

It could be it hasn't been correctly dealt with by the seller. VAT would be charged at 20% to bring the item in to the country hence the £36.00 However the Parcel force item could include duty and their £8 border forces fee. So What does it say on the label from Parcel Force?

Read the article and towards the bottom there is a heading titled "Request a VAT refund" with a link to complete the form and upload proof that its been paid twice.
