Partial refund, but meant to be the full

Hello, 

Can somebody please help me to figure something out?

I ordered a radiotherapy machine from a seller on EBAY, but a bit later requested a cancellation (the status at that moment was: awaiting despatch). The seller told me he was unable to cancel my order, because the money was on hold. He kinda needed to create a label in order the money to be released and then he would be able to refund me. 

After waiting for a week I again asked him to refund me and he actually refunded me, but only 80% of the sum, by saying that the rest 20% EBAY is holding. The radiotherapy machine order still is not cancelled, and "should" be with me until 17 January 2025. 

The question is: how can I now make EBAY return me the rest 20% of the purchase sum?

Are you sure you mean "radiotherapy machine"?? I can't imagine that a radio therapy machine would be sold, or even be allowed to be sold on eBay.

 

As for your refund, unless you specifically requested a partial refund sellers are required to refund the whole purchase price paid. Did you actually request a refund using the procedures provided by eBay? If so, did you open a cancellation request or an item not received case under Bay's money back guarantee case? The fact that the seller's payment is on hold would not prevent them from agreeing to a refund, which would be issued by eBay, not the seller.

 

It sounds as though you and the seller may have arranged this refund privately, and not through eBay? If so, the missing 20% could be VAT, if this was payable. VAT is in some cases collected by eBay on behalf of HMRC on top of the purchase price, if either the seller or the item purchased is in another country.

 

I'm sorry, but it's terribly difficult to help with so little information.

If seller has refunded 80% outside a case, when and if he cancels the sale that could trigger a FULL refund.

If a seller really is willing to refund in full, whether money is on hold or not, they can still cancel and a refund will be made, probably from their bank account until money is released.
