I purchased a UPS from a seller on Wednesday 28th of May, as a 'to collect in person' purchase.
I sent a message to the seller asking to confirm the collection address, and when a convenient time to pick it up would be. No response.
I sent another on the Friday 30th, again asking the same questions. No response.
It got to Monday 2nd of June, still no response, so I requested a cancellation and a refund. Still no message response.
The cancellation was declined on Thursday 5th of June, saying "We couldn't cancel your order because it's too late to cancel." Still no response from the seller to my messages.
By this point I'm annoyed, still needing a UPS, and no idea if the seller will ever respond to messages, so I bought another one. Received it, installed it, working great. Still no response to messages from the first seller.
Sunday 8th of June, the first seller finally responds to the messages, asking if I can collect on Monday 9th. I tell them I don't need it now, cancel the order and refund me. They say they can't do that.
After a bit of back and forth, they say eBay won't let them cancel it and refund me. So now I'm annoyed.
I think I've been quite patient throughout but I'm frustrated with the whole thing now and I'm not sure what to do next. It was sold as returns not accepted, so if I collect it I'm stuck with something I'm trying to cancel, which seem counterproductive.
Can anyone offer some advice please?

They certainly can cancel the order, no idea why they are dragging their feet here.
Open a case for item not received, and escalate on day 4, if not refunded beforehand.
