Offers to buyers

Hi, I’d like to send an offer to a potential buyer but when I go on the item it says it’s not eligible because I’ve already sent an offer to another buyer. 
I want to send a new offer to a new buyer, is this possible?

As far as I am aware sellers can only send offers to potential buyers when ebay’s requirements are met and seller advised that an offer can be made. 

As I thought this is what ebay says -

You can make a Best Offer on listings that have a Make Offer button. Choose Make Offer. Enter your offer. Select Continue.

Thank you for your reply.
I have now been able to send one to a new buyer. I had already sent one out
previously and didn’t realise I had to wait for the existing one to expire
before I could send out another.
