Buyer protection does not cover refunds when you don't receive your item.
You had to use the Money Back Guarantee and open a case through Ebay stating you had not received your item.
Then, if the seller did not respond in a timely fashion, you have to go back to the case and ask Ebay to intervene.
If you do nothing, the case would close in the seller's favour after 21 days and you would not get a refund.
If the case closed less than a month ago, you can appeal Ebay's decision.
