Not paid for an item already collected!

Hello, a few days ago i advertised a tool for £200 + EBay fees. The item sold immediately and EBay advised me that the item had been paid for and i need to confirm the collection in order to receive the money. The item was collected this morning by the buyer.  I then confirmed it was collected by the buyer on EBay and EBay is now requesting a 6 digit code which the buyer is supposed to provide to me. Now the buyer is not answering the phone or responding to messages. How do i resolve this situation?

Unless you can get the collection code from the buyer you may have to wait for 14 days before your payment is released.

I'm surprised to see that eBay charged a buyer protection fee for this item. This was an industrial tool and is not even eligible for eBay's money back guarantee.

I don't think this issue has been raised on this board before. Does anyone know whether this is an oversight by eBay, or is their policy is to charge the fee anyway? No BPF fee is charged on other excluded categories, e.g. motor vehicles or boats.

I'm not aware that category is excluded from BP (unless listed in Classified Ad format)? Where are you seeing that?
