Not allowing me to open a return

08-13390-38515 Order number. 
I raised a return then closed it as the seller was going to find me 4 chair leg parts to send out. They aren’t able to send the parts out now and offered me a 10% refund. This isn’t good enough as I can’t use the dining table properly and it is now useless to me with no chairs. I want the either a full refund or replacement and to return the item.
