I bought an electric shaver which was fault and seller promised to replace.  He closed the case with eBay and he never sent the replacement.  He does not answer my mails , I tried PayPal my claim was refused on basis it’s more than 30 days

Did you open a not as described case? If so seller cannot close it, unless you allow it to run out of time.

Seller can only close a change of mind return.

Also shows unwise to pay with paypal, as if you run out of time with ebay’s 30 day money back guarantee, you have nothing to fall back on.
