Non payment by buyer - can I offer second chance bids after 4 days

A buyer put in a high bid at the last few seconds of an auction but since then I have had no contact and no payment . The four days required by ebay expires just after 9pm today. I want to offer a second chance bid to the next person, and block the original "winner" because they have caused me a huge amount of problems. When can I do this?

Next to the item it will say something like 'buyer has not paid  you can cancel for non-payment from ... '

The date will probably be 5 days after the sale.

You can then cancel using 'buyer did not pay', block the non-payer and send a second chance offer or relist.
