I'm based in the UK and purchased something from a UK business seller at 10am on the 17th. The seller marked it as dispatched at 11pm the same day. Since then I've had no further updates. The delivery estimate is the 22nd - 29th, and the postage was free.

You need to wait one day after the item's last estimated date for delivery before you can open a case for item not received.
Once a seller marks an item dispatched they do not necessarily follow up with any more messages. I found when buying any tracking used is usually sent to me on the actual day of delivery, advising of the approx. time of delivery.
What was the last date for delivery? Bear in mind these are eBay's estimates not a definite date and can be a tad optimistic.

Ebay set the estimated delivery dates based on the seller's posting times and how long their items generally take to arrive.
It does state that the item is untracked which could explain why no tracking has been added.

Last date for estimated delivery is the 29th.
I did message the seller asking to post the item asap as I need it somewhat urgently, but it looks like they may have ignored that.
