We haven't heard anything here to confirm any issues with Swedish members buying from eBay UK.
Not sure if this will help, but if you come across this, perhaps send the seller a message explaining you have come across this issue please could they place you on their buyer exemption list, see if that works for you.
If not, perhaps contact eBay Customer Services here , ask if they know of any current issues, preventing you from buying from UK sellers.
