No collection option.

When creating a listing I am not able to select collection only.  The option is greyed out.  
Any ideas to why?

Could be the device or browser you are using.  I've just tried and Collection only is available for me , I'm using a laptop with Chrome.

Can you switch to a PC / laptop with Chrome?  Cleating cache and cookies,  logging off completely and then back in,  can help too.
