Need to know were to request again

I have paid for a phone tonight and I have tried to cancel it but the buyer as rejected it then I have sent a message to buyer as I have got the wrong phone and have asked him to cancel it which he as said he would do if I sent other request but its not letting me request one again and buyer is saying he can't found how to cancel it please help

I think you have buyer and seller mixed up in your post ?

A buyer can ask a seller to cancel, but the seller does not have to agree.  If they do agree but do not know how ask them to come to this forum and someone will explain how to cancel the order.

If they have a Returns policy on their listing on receipt of the item,  you can return it for the reason,  change of mind, but you will need to pay for the tracked return postage.

As has been said the seller can cancel without another request from you.    Ask them to find the item on their orders page, click on the dropdown menu arrow alongside the item and select Cancel order > Buyer asked to cancel.
