My Buyer only received 1 of the 3 Items I sent via DHL, as package looks to have been opened

I sent 3 large items that were all packed individually but then taped together using gaffer tape. The buyer has now received the package after having to wait 2 weeks with DHL, and from the pictures he has sent it looks like the bottom 2 items have been removed and the excess tape stuck back down on the remaining packaging. I have reached out to DHL but no response as yet! Is there any protection against this sort of thing happening, as it seems it will be impossible to prove who has actually removed the missing 2 items?

It is up to buyer to open cases, but depending on how you dealt with tracking makes a lot of difference. You sent as one item buyer received one item, but they bought 3. 

Sounds as though they should open two not received cases, and as you cannot prove individual delivery you would have to refund.

Not as described case would not be appropriate.
