Making offers to buyer

Hi 

please can you advise how I can remake an offer to buyer that has expired and they have used up all their 3 chances ? 
the ‘Reply with Offer’ button does nothing. 

I don’t want to relist as I have a few watchers and she might not accept.

Buyers only get to make 3 offers.

Ask them to bid, same as others.
