The seller might have more than one.

If seller only has one and has listed two, then if you are bidding he risks selling two, which will cause him problems. Hardly illegal but foolish.

If you spoke to the seller before making an offer I assume they're a business seller, as eBay won't allow private sellers to provide contact details until the listing has ended.
If the seller accepted your bid for £1200 they should obviously honour it, but non-selling sellers can't be forced to sell, any more than non-paying buyers can be forced to buy. It happens. If they won't sell it there's nothing you can do except to leave appropriate feedback and use Bay's money back guarantee if you have already paid.
If they're now selling it for a higher price, that's up to them. There's nothing you can do about it.
