Hello,
I have sold an item last month and I sent it through royal mail. The seller requested for the refund because he didn’t receive his parcel. I requested buyer to wait few more weeks the parcel might be delayed because of weather conditions but he didn’t receive it even after two weeks. I gave him the full return. I have royal mail receipt please tell me how I can claim for a lost royal mail parcel.

If you bought postage via ebay you can claim here:

If you bought from Royal Mail you claim direct from them via their website.

For future reference eBay sets a "latest date for delivery" on the listing. When that date is past the buyer should open a case for refund. It is not a good idea to suggest "wait a few weeks [!!] longer". EBay will simply refund and will give you a defect if you do not deal with it. Unless you have tracking that shows delivery you must refund.
As long as you used a suitable service for the item value you will get a refund from RM.
