Perhaps one of many app glitches that seem to appear with regularity?
Can you perhaps use a PC /laptop for now to see any section blocked out by this banner? Chrome and Firefox work best with eBay.
Then, return a little later and hopefully the glitchy app has corrected itself.
As a last thought, as I do not use the app, I believe there is a new update to install, has this been done ?
