Listing in dollars not converting shipping price to pounds when I make an offer

I'm making an offer on a listing in dollars. It's located in Europe. On the listing the shipping price of $144 is converted to £110. I made an offer and the seller made a counter offer but the shipping price is coming up as £144, not converting. Is this a glitch?

Even with an item showing as being located in the UK,  if either the buyer or seller uses an account that is or has been Registered outside the UK  site at any time, it will automatically trigger an additional UK 20% VAT  Import fee payable to HMRC/UK Government. 

Offers do not include any additional Shipping, Customs Duty, Currency conversion charges which may  also be applied before delivery from Europe >
