I agree, Free to Sell is a joke. Listing without promotion, invisible and even with promotions not much better.
I have been using a promotion rate of 5%, and get message to the effect that a low rate limits exposure. Even with a 5% rate the way it is calculated works out on low value items at around 10%.
Real problem I think is with listings, before a viewer can see what you are selling, the large number of ads. they have to get through to see your description.
Unfortunately in those ads. they might see the same item at a better price.
