The seller said "Just waiting on your payment to clear fully through eBay, then computer will be sent" and are not responding anymore and picked other delivery service no tracking information. Is this a scam

No way of knowing for sure at this point but lack of communication is not a good sign. Do not let ebay's 30 day deadline for claims slip by.
So check the last estimated delivery date on the listing and if that has passed select "Report an item you didn't receive" on here:https://www.ebay.co.uk/help/buying/returns-items-not-received-refunds-buyers/get-help-item-hasnt-arr...and escalate it 3 complete working days later to get a full refund.
