Apologies for late reply, jst seen this question has gone unanswered.
What does your tracking say? If it shows delivery ask the buyer to return it for a full refund.
They may need to open a case for item not as described, where you will need to pay for that tracked return postage, but this way you'll receive your item back hopefully in good condition, so you can relist it, add that cost of the returned postage to your starting price, then you are not out of pocket.
It is annoying, but I wouldn't call it fraud as they are gaining nothing here, probably just a change of mind, or even someone in their household used their account to buy the item, without their permission.
If the payout is still being processed and not in the Available section of your Payment Summary, your back up method will be used, usually your bank account, and when the case is finalised with the refund, money processed / on hold, will be released to you.
Get the item back, fully refund and relist it.
