I purchased a picture but the glass was smashed on arrival - I’ve tried contacting the seller to find out if Parcel Force has insurance that I can claim against.

You open item as described case, seller provides returns label, you post back for full refund.
Escalate on day 4 if no label or refund.
Up to seller to sort with parcelforce, not your concern.
As you can't return broken glass in the post, you may have to contact eBay CS.
But you have to open ebay case 1st.

You don't need to contact CS yet,
Click "ebay help" top right of page and open not as described case.
It is all automated.
If seller does not sort, only then contact CS after 4 days.

I thought that damaged in transit was what buyer protection paid to ebay was for and they refund.
If not what does buyer pay ebay for?
