Why am i being asked to pay the postage to return something smaller that listed and described

It's because if you choose the reason 'wrong size/doesn't fit' it counts as a change of mind return and you are liable for the postage.

If you pick a reason that says the item is not as described, then the seller has to pay the return postage.

If you used "Doesn't fit" as your reason for return eBay consider it to be a change of mind which you have to pay the postage for.     If the seller was wrong you should have used "Not as described".

If you opened does not fit return, you pay return postage. 

It should have been not as described case, then seller provides label.

Unfortunately, you can't close and reopen case,

So best to pay postage and get full refund.
