Item never delivered and seller declined my request for a refund

I ordered an item on the 3rd of September which never arrived. It looked like I was buying from within the UK as postage was quoted as 48 hour tracked. However it turns out it is from Hong Kong and I am not covered by eBay's money back guarantee. Do I have any further courses of action that I can take? I can't afford to be losing £60!

Why are you not covered by the MBG?

Did you leave it until the 30 day from expected delivery time frame had expired.

You could try a claim through your funding source if you are out of time for an ebay case.
