I would like to add that I have not been using eBay for several years now but used it a lot back then. Sonce then we have here in the UK, Private sellers that do not show any feedback., but to say no returns accepted? What are eBay(UK) rukles on Private sellers here?

If an item is not as described then you're covered by eBay's Money Back Guarantee/Buyer Protection and can return the item (at the sellers expense).

Thanks for your help on this vyolla. Sells should not say no returns acepted so why do they?

A private seller can refuse remourse returns only eg if you didn’t like the item for example.
however as Vy says not as described or items not received cases seller has to resolve.

No returns, but backed by the eBay Money Back Guarantee. That suggests you don’t send it back but get paid back. Sounds a bit odd. I could be making it up to get it for free. Also I have seen sellers say if it is returned using an eBay voucher/ticket then this will be deducted from payment. What is this all about?

Normally to get a refund you have to return item 1st.
If item not as described, seller provides returns label.
If buyer change of mind, you pay for postage.
Seller can opt to refund without return if they wish.

adding to the advice already given -
A seller with live listings cannot hide their feedback [make it private].
