Item hasn't arrive & no tracking number

Good morning everyone,  i hope someone here will be able to help me,  I bidded for an item which i won the bid since 9th of January,  I made the payment with special delivery and  is supposed to be delivered by 13th of January,  but up till this moment the item hasn't been dispatch, have message the seller several times with no response. 

Have try the eBay help process am not getting headway. 

Please i will appreciate if anyone can help me here on to get this issue reported to eBay for them to step in.

Personally,  I would wait for today's post,  and if it doesn't arrive,  open a case for item not received this way:

Go right of the item purchased,  and from More Actions select....  I Have Not Received My Item.

If you are not fully refunded within 3 days,  you must escalate the case on day 4 or within 30 days from opening the case,  and eBay will step in and force the refund.

Do not close the case early for any excuse or promise the seller may give,  and do not forget to escalate.
