Item described as new other

I’ve recently bought a dashcam from a seller who listed it as new other. In his description he said that the, ‘dashcam was used’. 


Received the item and I plugged it into my laptop and some driving footage was on the SD card. Every bit of footage that the dashcam had recorded had hap-hazard lines all over the screen before then showing clear footage. Looking at the dashcam, I have noticed scratch marks around the reset button and screws look touched. 
I messaged the seller about the lines and he told me that the dashcam once had a loose wire inside and it had been repaired. No mention of this was in the listing description because I would not have bought it, if it had been mentioned.

Do I return it or ask for a part refund, or just leave no or neutral feedback?

It depends if you can live with these faults and ultimately do they affect the performance.  If you can,  then you could if you wish,  leave appropriate feedback.

 

If you think the description does not describe the item accurately then you can either ask for a partial refund,  this cannot be enforced, or open a case for its return and full refund so proceed this way:

 

If you have received an item not as described,  so you are guaranteed a full refund under eBay's 30 day MBG,  Money Back Guarantee policy,  if you claim within 30 days of the item's last estimated date for delivery.

You then go right of the item in your Purchase History,  and from More Actions select Return this item,  selecting the reason...  Item Not as Described.

The seller has 3 days to accept the case,  if they don't ,  you need to  escalate on day 4,  or within 30 days,  and eBay will step in and force the refund.

If the seller wants the item back first,  they need to pay for a fully tracked return postage.  On receipt of their item they have 48 hours to refund you.  Again,  if they don't,  you escalate the case.

Do not close the case early for any excuse or promise the seller may give,  and do not forget to escalate

Personally I would open an item not as described and return the item if you are within your 30 day limit. For an item to be new other it must meet the following criteria from eBay:

 

  • New other (see details) A new and unused item with absolutely no signs of wear. The item may be missing its original packaging, or in its original packaging but not sealed. The item may be a factory second, or a new and unused item with defects. See the seller's listing for full details and description of any imperfections

on the basis of above scratch marks and replaced wiring inside etc do not meet the requirements of above. Don’t bother asking for a part refund
