Item delivered but ebay hasn't marked as delivered, Why?

Will the new ruling coming into effect, as of February! What happens,  when you know an item has been delivered,  as the buyer has left you positive feedback.  But it isn't marked as delivered on the ebay page?? This will obviously relay any pay outs, won't it?? It has just happened to me! Thankfully it's not February yet!! 

I Sent my item via royal mail, not my usual mode, ( costs a lot & tracking is not good, my personal opinion!) The only reason that I know it was delivered , is because the lovely buyer left me positive feedback! My question is, why has it not been marked as delivered,  on the Ebay page??

I sincerely hope that these issues are ironed out before the new ruling in February roles out. Otherwise there will be, big issues for sellers, nit receiving payments! Hopefully there won't be buyers taking advantage of the, item never arrived!!

Tracking on eBay can take 24-48 hours to update with information from carrier but  untracked deliveries, or tracked deliveries with no delivery confirmation,payments will be available 14 days from the order date.

Just to add, because a lot of sellers have raised this, there is absolutely no reason to expect more 'item not received' cases after February 4th.

Currently, if you don't use any tracking, or the tracked item doesn't get scanned, your buyer can open an INR case.

If they do, you may have had payment, but funds from newer sales will be held or Ebay will use the Direct Debit agreement and dip into your bank account.

From February, you will have to wait 2 weeks to get paid for items that are not tracked or scanned.  If buyers open an INR then they will (I assume/hope) be paid from the funds held by Ebay for that sale.

If you have sold to a dodgy buyer, they will make a claim - but equally, that dodgy buyer would have made the claim last year.

The new system is many things but it is not a scammers' charter.
