Item damaged in the post but buyer wants to keep it

Hello, I sold a picture with a frame. The frame had some damage as shown in pictures and was discussed with the buyer. 

In transit the frame broke more and bits had fallen off. The buyer sent me some pictures and I asked if she wanted to return it or get a partial refund. She said neither but maybe I could get compensation from ParcelForce. 

 

How do I proceed? Firstly if the item was slightly damaged before will Parcelforce compensate for breaking it more? And is it me who needs to ask for compensation if she is keeping the item or does she need to do it. For example how do they know I would send the compensation money to her?

Did you buy the label via eBay or direct from Parcelforce or your local Post Office?
