So I brought two items off a seller. But only one of the items arrived. I sent a request to eBay about it, and a day later the seller contacted me and said sorry about the delay and mistake. He said he can't send the other half out now a case has been open but will refund once eBay has been in touch. eBay contacted me asking me to fill out a fraud request in order to receive my refund?? But I've brought from this seller before with no issues and he's already said he would refund. So why would eBay ask for a fraud document uploaded to them before releasing my refund? The case is on hold till I do it.

That information from eBay is not correct for you to receive a refund.

 

If these were 2 separate purchases from this seller,  and only one arrived,  I'm presuming when you say you sent an ' eBay request'  you mean you  opened a case for item not received for the missing item.

 

Ignore all sellers pleas and excuses and Do Not close the case for any reason.

 

It gives the seller 3 days to refund you,  no action fraud document is needed here!  On day 4,  if there is no refund,  escalate the case,  ask eBay to step in and they'll force thee refund.

What exactly is this fraud document?

All you really needed to do was open a not received case, if seller did not refund within 3 days, you escalate to ebay and you would have got a full refund.

I am sure that if seller really wanted to refund he could, but have never heard of a fraud document for a simple case of item not received.

I did open a not received case. No idea why eBay area asking to submit a fraud document so I can receive my refund.
