Before you log an item as not as described, do you have to receive it first?

(or not as the case may be)

I bought an item not as described found out and wanted refund straight after bought, but in messages the buyer wont refund which is strange. Is more to it but that's the short version.

Yes, you have to have received the item before you can open a return for "Not as described". 

It's no good messaging the seller, you need to open a return, using the reason "Does not match photos or description", which you can do from your purchase history.

The seller gets 3 full business days to send a return label for you to return for refund, and if they don't you escalate it to ask ebay to step in.

Do not communicate with the seller any more and definitely do not close your case on a promise from the seller.

HOw can an item be item not as described if you haven't received it?

 

You can only use the returns system in that way if the item received does not match the description in the original listing.

A returns case requires something to be returned or ebay won't step in.

You may send a seller a message to cancel an order but they do not have to oblige,  it's not mandatory.

 

In my humble opinion silly not to accept, but we are all different I suppose! 🤔

 

As others have advised,  on receipt of your item,  if it is not as described , open a return case for this citing Item Does Not Match Description or Photos.  The seller , if they want their item back,  pay for that  tracked return postage.
