Returning to selling after a long break, you may not have registered fully or correctly with eBay's Managed Payments. All sellers have to register to be able to list items for sale and receive payouts from those sales.
You need to provide eBay with details of a bank account and have this account verified. The usual method here, is for eBay to send 2 micro deposits into that nominated bank account for you to receive, and confirm to eBay.
Once this is completed, you will be able to list items for sale, and receive payouts from those sales.

Lines open between 8 a.m. to 10 p.m. on weekdays.
9 a.m. to 6 p.m. on weekends.
I recommend contacting CS very first thing in the morning, when the lines first open, as there's more chance of Dublin answering.

Sounds as though you are not registered to sell. Until you do this you cannot be paid, so ebay does not allow you to sell.
